Ripple effect” (Aug. 7) is outstanding work by reporter Colin Rigley. His story relates how the Nuclear Regulatory Commission (NRC) has withheld the 2003 Sewell Report about threats of a tsunami to the Diablo Canyon spent-fuel storage facilities.

Something smells fishy when the NRC will not allow PG&E, operators of the two Diablo nuclear reactors, or the public to see the Sewell Report. Is the NRC hiding something? Given its responsibility to regulate the nuclear industry and to protect public safety, the NRC is obligated to make this report public. The validity of Dr. Sewell’s research cannot be assessed if independent experts cannot read it.
