On Dec. 28, the San Luis Obispo County Board of Supervisors decided to extend the county’s state of emergency, which was first declared on Dec. 21 because of storm damage and flooding. A state of emergency gives local governmental agencies more flexibility when dealing with disasters and brings in funding more quickly. South San Luis Obispo County, including Oceano, was the hardest hit out of the region. A state of emergency was also declared for Santa Barbara County to bring aid to Guadalupe, which suffered serious flooding, and other towns and cities.
