California voters have one statewide ballot measure to decide on in the upcoming March primary: Proposition 1. The $6.4 billion bond aims to build housing units for the chronically homeless and boost services for those with substance abuse and severe mental health issues. But the changes it would make to the Mental Health Services Act will impact local funding for existing county-run mental health programs.
