Hancock brings in new administrative leaders

In June, Allan Hancock College hired two new associate superintendent/vice presidents. Michael Black moved into the finance and administration slot and George Railey Jr. slid into the spot for academic affairs.

“Michael and George are great additions to the college,” Superintendent/President Kevin Walthers said in a press release. “Both men are forward thinkers with a wealth of knowledge and experience who will help the college continue changing the odds to ensure our students’ success.”

Black replaces Elizabeth Miller, who retired in December 2014, and Railey takes over for Luis Sanchez, who left to become Moorpark College’s new president.

Black started working at Hancock in 2007 as the managing director of the Pacific Conservatory Theatre (PCPA). He oversaw its financial operations and managed an annual operating budget of nearly $4 million. In 2010, he added on the duties of being the college’s director of auxiliary accounting. Before working at Hancock, Black spent more than 20 years in the steel industry, including as the vice president of sales and marketing at Steelscape in Washington.

“I believe my unique business experience of going from the private sector to the nonprofit and public sector will allow me to optimize the college’s financial resource management,” Black said in the release.

Railey’s spent 35 years in education, with 27 of those at the community college level. Most recently, he was the vice chancellor of education services and institutional effectiveness for the State Center Community College District in Clovis. Before that he served as the vice president of academic services at Chabot-Las Positas Community College, where he worked with Walthers. Railey also held dean positions at Modesto Junior College, the Yosemite Community College District, and Cosumnes River College.

“I plan to continue supporting what Hancock does well and enhancing those programs and services,” Railey said in the release. “The areas where we can improve, such as the apprenticeship program, I plan to work with the faculty and staff to further develop curriculum to better support the community. The more we do to support the community, the more people will seek us out.”
